Script | LEAD: A committee appointed by state lawmakers proposes a change in the constitution that would make it TOUGHER to hand down death sentences to convicted killers.As Tony Schall explains, it's a proposal being met with with fierce opposition. SCRIPT: (SOT-DARYL NEAL)Daryl Neal's sister Romona was stabbed to death 20 years ago.Her killer Gerald Stano's been on death row ever since.Neal is greatly troubled by a new proposal which would make it tougher to sentence convicted killers like Stano to death.But a group appointed by the governor and other state leaders is studying just that.Under the proposal, a defendant convicted of a capital offense, like murder, would no longer need just a simple majority vote during the penalty phase to be sentenced to death...but a unanimous vote of 12 to 0.
