Script LEAD: Questions continue to arise concerning Florida's electric chair--and whether electrocution is a cruel and unusual form of punishment. Attorneys are at the Florida Supreme Court fighting over the fate of two death row inmates. As Elaine Reif reports, lawyers are continuing their arguments over life and death--and one victim's family is outraged! SCRIPT: (SOT/NEAL) Daryl Neal's sister, Ramona,had just graduated high school when she was raped and then stabbed to death in 19-76. Her killer, Gerald Stano, i still on death row--and today, Neal is in Tallahassee as supreme court justices hear arguments on the constitutionality of electrocution as a form of punishment. (SOT/NEAL) However, defense attorney Marty McClain says it is a constitutional violation ad in the recent execution of Pedro Medina, there is proof that he did suffer. McClain says medical experts back this up, but they have not been given a chance. (SOT/MCCLAIN) State experts disagree... (SOT/MARTELL) (STAND-UP/REIF) In Tallahassee, Elaine Reif reporting.
